Call from HPRA for CBD in Cosmetics

Following the European Commission's Call for CBD-based cosmetics manufacturers to provide data on the safety of ingredients used in cosmetic products, the Irish Competent Authority – Health Products Regulatory Authority – HPRA published a news update.


This news is a call to action where your product's safety reports can shape the future of CBD in cosmetics. The European Commission is opening its doors to a wealth of knowledge!


They're seeking scientific data on the safety of Cannabidiol (CBD) used in cosmetic products, and they want to hear from a wide range of experts, including:


  • academic and other research institutes

  • EU countries' authorities

  • manufacturers of cosmetic products

  • producers of the ingredient concerned

  • relevant industry and consumers associations

are invited to submit any scientific information relevant to the safety of Cannabidiol (CBD) (CAS No. 13956-29-1, EC No. 689-176-3)

  • in pure form,

  • as well as an extract that may contain contaminants of other cannabinoids, including trans-Δ⁹- tetrahydrocannabinol (THC or delta-9-THC) (CAS No. 1972-08-3, EC No. 625-153-6), at trace levels.


Why is this important?


By contributing your knowledge, you'll be instrumental in shaping the future of CBD in European cosmetics. The Commission aims to enlist the EU Scientific Committee on Consumer Safety (SCCS) to perform a comprehensive safety assessment. This includes determining safe trace levels of tetrahydrocannabinol (THC) – a psychoactive cannabinoid present in some CBD extracts.


What information is the Commission looking for?


They're particularly interested in scientific data on:

  • The effects of CBD on human health, both positive and negative.

  • The safety of different CBD concentrations and applications in cosmetics.

  • Potential interactions between CBD and other cosmetic ingredients.

  • Data on the presence and safety of trace levels of THC in CBD cosmetic products.


The deadline to submit your data is 30th September 2024.

The Cosmetic Product Safety Report (CPSR) is a mandatory safety assessment for cosmetics in the EU and UK, ensuring product safety. It is required for all cosmetics intended to be marketed within the EU, in order to comply with Regulation (EC) No 1223/20092. This report aims to ensure that cosmetics available in the market can cause no harm when used as instructed.
